Under the pressure to complete the wind power projects in Quang Binh and Quang Tri of the investor and the contractor before October 31, 2021, to complete, the Directorate for Roads of Vietnam has sent a “very specific” written request directing “immediate implementation” of the survey, assessment and inspection of related bridges on the arterial National Highway for wind power projects equipment transport in the two above mentioned provinces.
As reported on Vietnam Energy Magazine on August 23, 2021 “Road Authority 'assists' for wind power projects in Quang Binh, Quang Tri”. Specifically, the Directorate for Roads of Vietnam requested to the Road Administration Department II and Vietranstimex Multimodal Transport Holding Company (Vietranstimex) to chair, and coordinate with related agencies and units in reviewing, inspecting the condition and reparation of a number of damaged bridges and highways, in order to create favorable conditions for the transportation and circulation of goods in general and for transportation of "oversize - overweight" equipment for wind power projects in particular in Quang Binh and Quang Tri provinces.
To speed up the survey and assessment, on September 8, 2021, the Directorate for Roads of Vietnam held a meeting to reach agreement with wind power project investors and wind power equipment transport enterprises in the two provinces of Quang Binh and Quang Tri and then issued a document requesting “immediate implementation” of the assigned tasks.
From the beginning of 2021 up to now, Quang Binh and Quang Tri have simultaneously started construction of many wind power projects with oversize – overweight equipment of very large size and volume transported through sections of the national highway (1, 9) from Hon La Port to project sites in Quang Binh and Quang Tri provinces. These activities cause serious damages risk, affecting traffic safety on National Highways.
Therefore, the Directorate for Roads of Vietnam has recently issued Document No: 6487/TCDBVN-ATGT dated September 10, 2021 directing units to urgently implement survey, assessment, inspecting related bridges on these National Highways. Specifically:
Firstly: Vietranstimex Multimodal Transport Holding Company is requested to be responsibility for hiring consultant to survey current condition of the bridge, evaluate and inspect the bearing capacity of the bridges on the whole route (sections on NH1, NH9 from Hon La Port, Quang Binh province to wind power project sites in Huong Hoa districts, Quang Tri province); and Cua Viet Port to the area of wind power projects in Huong Hoa - Quang Tri; At the same time, hiring external consultant unit (Road Engineering Centre) to co-monitor and verify the results.
Namely, Room Bridge (Km 606+418/QL 1), Quan Hau Bridge (Km 671+500/QL1), Hien Luong bridge (Km 735+125/QL1), Ba Ngao bridge (Km 43+889/QL9), Gianh bridge (Km 625+500/QL1)... at the same time verify 2 bridges: Overhead of Le Loi road (km 665+26,12/QL1), bypass of Dong Hoi City. No verification for Khe Sanh bridge only (km 65+528/QL9), but carry out the survey and assessment based on the old data. This work is assigned to Transportation Limited Company.

Secondly: regarding the progress, all works shall be started immediately from September 13, 2021. In which:
1/ Assessment and verification of above 4 bridges shall be finished by September 26, 2021.
2/ Assessment and checking all other bridges shall be finished by September 30, 2021.
Thirdly: organization of implementation
1/ Directorate for Roads of Vietnam identified this as "urgent", thus, the process shall combine action and completion of procedure. After the results of the inspection and verification of the design consultant (Transportation Co., Ltd., Surcad Vietnam Co., Ltd., Road Engineering Center), there must be solutions and measures for remedy, traffic organization, or reinforcement (if necessary).
2/ Expenses for survey, calculation, verification or reinforcement works (if any) shall be borne by the investors and transport units who have projects through sections of NH1, NH9 in Quang Binh and Quang Tri provinces.
Fourthly:
1/ The consulting units make a list of duty members, Directorate of Roads of Vietnam will support on documents and facilitate contact with the Steering Committees for Covid-19 prevention and control in the provinces, Departments of Transport of Quang Binh, Quang Tri and Road Administration II in the survey and assessment. At the same time, the Department of Transport of Quang Binh and Quang Tri are requested to contact the Provincial Steering Committee for Covid-19 Prevention and Control for instructions and create favorable conditions to ensure the safety of working members.
2/ Road Administration II is requested to provide to working members documents of status of bridges and roads on the transport route for assessment and verification.
Investors, contractor meet speed up the progress for the deadline of FIT (before October 30th, 2021) of the wind power projects
Under experts and managers’ point of view, it is reasonable and timely when a specialized enterprise with many years of experience and strong financial capacity jointly act as the focal point for surveying and consulting, calculating, designing, organizing the road and bridge (if any) reparation in the context of the complicated Covid-19 pandemic to help the investors, contractor meet speed up the progress for the deadline of FIT (before October 30th, 2021) of the wind power projects in particular, and traffic safety in general. Therefore, Investors, transport units and local authorities must have responsibilities to ensure the traffic infrastructure safety in the area.
In order for the survey, assessment, inspection and repair of bridges and roads on these routes to be quick and effective, coordinate and favorable conditions from state management agencies and local authorities are necessary to quickly complete their tasks, as well as meet the goal of ensuring safe traffic infrastructure, creating base for for local and regional economic development.
